Coded identification of the agency controlling the syntax, and of the character repertoire used in an interchange.
The data value consists of the letters 'UN', upper case, identifying the syntax controlling agency, directly followed by an a2 code identifying the character repertoire used.
Version number of the syntax.
Shall be '4' to indicate this version of the syntax.
Version number of the service code list directory.
Coded identification of the character encoding used in the interchange.
To be used as specified in the partners' interchange agreement, for the purpose of identifying the character repertoire encoding technique used in the interchange (when the default encoding defined by the character repertoire's associated character set specification is not used).

Format is HHMM. Shall be prefixed with '-' for negative offsets. (ISO 8601)
Indication that the structure is a duplicate of a previously sent structure.
Indication that the structural level containing the test indicator is a test.
